Hakosoar, Scree Fron System - Government accounting manager Holiki Fasdeey [Ym] was officially charged with
embezzling over 20 million credit from UPF accounts over a 9-year period. Fasdeey pleaded guilty immediately
after the charge was read, and is expected to receive the death penalty under Scree Fron law. Hakosoar is a military
controlled planet with a very harsh system of law. Any crime that breaks the public trust is considered a
treasonable offense and therefore punishable by death. Non-treasonous crimes are sentenced to the Histran Penal Colony.

Histran is a small colony of Hakosoar. A number of settlements have been created, with a few of them serving as Penal Colonies.
Many of the inhabitants of Histran were considered undesirable on Hakosoar. This includes criminal elements, political
aggrivators and dissidents. Many of the members of the military are inefficient and out of favor with the rulers of Hakosoar.
Population overflow has also been moved to the planet, though generally the lower echelons of Hakosoar are moved.
