Gran Quivera, Prenglar System - The Council of Worlds on Gran Quivera has revised the armed starship law that was put into place after the First Sathar War. It is designed to allow registered starships to operate with heavy weapons, as long as those starships and weapons can be recalled by the Spacefleet in the event of a emergency or crisis. Critics of the revisions arge that the new law is un-enforceable.

Section 17432 Article A, Subsection 4
Any ship may be given clause to be excessively armed or designed as a military vessel if deemed necessary and proper by a duly appointed representative of the Spacefleet forces. However, these ship are bound by the following stipulations in all cases.

1. These ships can be called away from their assigned duties in a time of Frontier Emergency to serve in a supporting role of Spacefleet or detached duty to a Militia if so ordered by the Spacefleet Commander and Chief. Compensation will be applied to the ship's owner/captain on a necessary basis for the service, and the crews will be covered by the Emergency Action and Compensation clause in the Spacefleet Personel Charter.

2. These ships must not aid or ally themselves with forces hostile to the frontier, and must follow orders from the Spacefleet CNC and the chain of command during said Frontier Emergency. Hostile Forces include the Sathar, Zuraquar and any other specified species by the Council of Worlds under Section 6573 Article C or any species/forces that the frontier has declared a state of war to exist with.

3. These ships are required to provide aid as necessary to ships in distress at all times when it is "reasonably safe" to do so, unless said aid counters stipulations 1 or 2.

4. Said ships are not allowed to engage their weapons against ships that are designated "NonCombatant" unless this violates stipulations 1 or 2. Any ships that violates this rule will be declared a ship of piracy and will be dealt with according to Articles 54, 67 and 68 of Frontier law as well as Spacefleet operations codes 4,9, and 10.
